Subject: Concern/Complaint

My name is Aaron Nishimoto and I have a concern that could use your assistance. Currently I and my family live in a home with the registered address 1828 West 154th Place, Gardena, CA 90249. My home, as well as many of my neighbors, is located in a cul-de-sac. Before entering the cul-de-sac there is a sign which states “Not A Through Street” located at the intersection of S Manhattan Place and 154th Place (I have a picture of the sign if needed).

There is a Gardena Village Plaza adjacent to our cul-de-sac that I and neighbors can see from the street. The front of the Gardena Village Plaza faces the main street S Western Avenue roughly across the street from the Tozai Plaza. The Gardena Village Plaza also contains rear driveway that enters my cul-de-sac (I have a picture of the driveway entrance). Currently, there is a gate that is normally kept closed and locked except for when their trash needs to be picked up by the waste management truck that uses this entrance for convenience roughly around 0700.

I can’t exactly tell when, but roughly just last week after Wednesday, the Gardena Village Plaza gate began remaining open. I didn’t think anything of it for the first couple of days, but now I am concerned because I and several of my neighbors have children that do play in front of their homes in the cul-de-sac riding bikes, razors, playing kick ball, basketball, etc.

Our cul-de-sac, which did not have any through traffic, now contains moving vehicles exiting from the Gardena Village Plaza. Since we moved in this neighborhood in 2004, we have been watching many vehicles that come to our street to cut through to S Western Ave; however, they were forced to make U-turn due to the locked gate. Now, the Gardena Village Plaza has opened the gate so that more people uses this area to short cut. To be honest, these drivers generally have no concerns that they are driving through residential area, especially when they are in a hurry, they have a tendency to speed through.

I and my neighbors are concerned for the safety of our children and ourselves from the vehicles now flowing through the cul-de-sac. Now that the gate is being left open, our cul-de-sac is no longer “Not A Through Street” as specified by the sign. I would appreciate it if this matter could be looked into. We only ask that the gate be closed and locked again to prevent vehicles from flowing through the cul-de sac from the Gardena Village Plaza and vice versa which would then comply with the posted sign of “Not A Through Street”.
Please let me know if there are any additional offices that I may need to submit my concern too as well, thank you.
